<title>PSRS/PEERS Board Approves COLA for 2025</title>

<description><![CDATA[<table width="100%" cellpadding="0" cellspacing="0" style="color: #333333; font-family: 'Times New Roman'; font-size: medium; background-color: #e2ecf5;"><tbody><tr><td><span style="font-family: Arial, sans-serif; font-size: 13px; color: #333333;">The PSRS/PEERS Board of Trustees convened on October 28, 2024 to discuss a key item on the agenda: a Cost-of-Living Adjustment (COLA) for eligible retirees. The Board has voted to provide a 2% COLA for eligible benefit recipients, effective January 1, 2025.<br /><br />This decision reflects the commitment to ensuring financial stability and security for our retirees. COLAs are vital in preserving the purchasing power of retirees’ fixed incomes, especially in the face of inflation. The Missouri Retired Teachers Association (MRTA) has a long-standing history of advocating for COLAs and will continue to push for the restoration of the pre-2016 COLA policy.<br /><br /><strong>Under the current PSRS/PEERS COLA policy, the adjustments are as follows:</strong><br />• 0% COLA when the CPI-U is less than 2%<br />• 2% COLA when the cumulative CPI-U reaches 2% or more<br />• 2% COLA when the CPI-U is between 2% and 5%<br />• 5% COLA when the CPI-U is 5% or more<br /><br />The Consumer Price Index for All Urban Consumers (CPI-U) as of June 30, 2024, was 2.9714%. According to this policy, retirees who qualify will receive a 2% COLA beginning in January 2025. This increase will help ensure that our retirees can maintain their financial security.<br /><br /><strong>Why COLAs Matter for Retirees:<br />Protection Against Inflation</strong><br />As prices for goods and services rise, the value of money decreases. For retirees on fixed incomes, this can make it harder to afford essentials. COLAs adjust benefits to keep pace with these rising costs.<br /><br /><strong>Preserving Standard of Living</strong><br />Without COLAs, retirees risk a declining standard of living, as their income won’t stretch as far. COLAs help ensure retirees can continue to afford necessities such as housing, food, healthcare, and utilities.<br /><br /><strong>Addressing Rising Healthcare and Long-Term Care Costs</strong><br />Healthcare costs, including long-term care, often rise faster than general inflation. COLAs help retirees manage these increasing expenses, which are more common in retirement.<br /><br /><strong>Combating Longevity Risk</strong><br />Missouri retirees are living longer, which means they need their retirement income value to keep up with inflation.&nbsp; COLAs help prevent the erosion of income value, ensuring retirees’ financial security over many years.<br /><br /><strong>MRTA Continues to Fight for Retirees</strong><br />MRTA remains dedicated to advocating for retirees and will continue to support efforts to restore the previous COLA policy, which provided even greater protection against inflation.<br /><br />Since October 2023, MRTA has been working on legislation to increase the 80% cap for our most vulnerable seniors.&nbsp; Two consecutive years of a 5% COLAs have resulted in some retirees becoming “COLA capped.”&nbsp; The total lifetime COLA cannot exceed 80% of a retiree’s original benefit. According to Missouri state statues, when a retiree reaches this 80% cap, they are no longer eligible to receive COLAs.&nbsp; This is an issue that MRTA has started to research and consider more than we have in the past.&nbsp;&nbsp;<br /><br />While we do expect the consumer price index to return to more normal patterns in the future, this cap can be detrimental for those who have been retired for many years and are our most vulnerable retirees.<br /><br />We thank you for your ongoing membership in MRTA. <title>MRTA Unveils Strategic Report </title>

<description><![CDATA[<p>The Missouri Retired Teachers Association and Public School Personnel (MRTA) Board of Directors approved the MRTA Strategic Plan Report at their March 18th meeting.&nbsp; &nbsp;“This is a plan for our association’s continued success,” said MRTA Board President Maureen Hacker.&nbsp; “It has been an extremely valuable process. This plan gives us a formal framework for evaluating our progress and helps us understand the best ways to adjust course, as necessary. It will be of great benefit to us as an organization, and to our membership.”<br /><br />The report includes the summaries, objectives, goals, focus areas, and key performance indicators of the six MRTA Strategic Plan Subcommittees: Membership; Engagement, Communication, Collaboration; Advocacy; Community Impact; Internal Structure; and Leadership.<br /><br />While the plan is complete, the work is only just beginning.&nbsp; The group now sets their sights on rethinking what is possible and implementing plans to reach goals, meet priorities, and measure success against the framework they have created. While the work done forms a foundation for the decisions and priorities going forward, ongoing assessment will be conducted in order to make any mid-course adjustments needed to stay on track.<br /><br />“Over the years, MRTA has achieved great success advocating for our retirees,” said MRTA Executive Director Maria Walden. “But we must continue to expand and grow our efforts to educate, inform, and advocate, especially in the face of the current political landscape and recent trends in public opinion that frame our public schools in a negative light. We have the opportunity to use this strategic plan to build on our strengths. It will help us grow and engage our membership, communicate, and connect with both current members and new audiences, and guide us as we create new alliances. She is off to a running start.</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">&nbsp;</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">She has long been a leader with MRTA, serving as Vice President and President of the Audrain County Unit, and as Region 4 Vice President, a role she held for seven years. Maureen’s leadership skills were noticed by others in the group early on and she was encouraged to take leadership roles.</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">&nbsp;</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">For Maureen, her MRTA colleagues have always been a close-knit group. “I like to use the analogy that we are a big family, because it showcases our shared experiences and our united goals,” she said. “Let’s let that idea galvanize us as an organization and work together to reach our advocacy goals and increase our membership. I think that just makes it more important than ever that we broaden our scope. By being more active in our support for working educators and by making better connections and strengthening relationships with the other educational associations who share our commitment to public education, we can accomplish so much more.”</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">&nbsp;</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">MRTA Executive Director Maria Walden and her team welcome Maureen to her new position. “Maureen has this engaging combination of professional commitment and personal sense of compassion that together, make her both an endearing person and effective leader,” Maria said. “We are confident that she will help MRTA achieve many of our goals during the next year. In terms of practicalities, we have to be willing to adapt and find ways to encourage not only the continued membership of our current base, but also to increase participation by more, younger and new retirees,” she said. “We need to help them understand the importance of what we are doing, for all educators – active and retired.”</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">&nbsp;</span></p><p style="margin: 0px; padding: 0px;"><span style="font-family: Georgia, 'Times New Roman', Times, serif;">“We are a diverse group, like any large family,” she said. “We come from cities and towns and little spots in the road. These retirees have a passion for Missouri’s public schools not just because it is where they were employed, but because their hearts are still there, too.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">This year’s distinguished retiree, Dr. Lynn Beckwith, Jr., was honored during an awards luncheon held September 19 at the 2023 MRTA Annual Meeting.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">Dr. Beckwith embodies the term, “educational and community leader.” His 54-year career began with a teaching position in the St. Louis Public Schools, where he later became the district’s youngest principal at age 29. He served in that capacity for seven years before being named Director of Federal Programs and then leaving to become Superintendent of Schools in University City.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">In 2000, he joined UMSL as the Superintendent in Residence, and then as the Endowed Professor of Urban Education, preparing teachers for positions as school principals. Since retirement, Lynn has remained active, continuing to share his knowledge, passion and expertise with students of all ages, and faculty and staff throughout the St. Louis area.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">He is entering his seventh year as President of the St. Louis Area Unit of MRTA and served as Region 14 Vice President in 2017-2018. His dedication and organizational skills helped him develop a program relevant to all retirees and grow the Unit’s membership to a new high. More than 275 MRTA members from around the state attended the busy two-day event, hearing from a group of inspirational speakers, including keynote speaker Amina Makhdoom with NRTA as well as a presentation from the Dickerson Park Zoo in Springfield, MO; MRTA Executive Director Maria Walden; Outgoing MRTA Board President Martha Schatz; MRTF President Karen Miller, MRTA Legislative Committee Chair Randy McClain, and 2023 Legislator of the Year Rep. Richard Brown. Attendees were also treated to a panel discussion on the future of MRTA from the chairs of the Strategic Planning Implementation Committees.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">The conference was packed with informational and motivational sessions, as well as working sessions for the MRTA Board of Directors and a Delegates Assembly. Outgoing Board President Martha Schatz wrapped up her term and passed the gavel to 2023-2024 Board President, Maureen Hacker. Other administrative highlights of the conference included the installation of new officers and a meeting of MRTA’s newly elected board. </span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">“It has been a pleasure to serve as your president,” said Martha Schatz, MRTA President.“ I have met some wonderful members across the state. I am proud of the work that we have started on the strategic plan. As president, I want to work to ensure all our members understand both the ‘why’ and the ‘how’ of it.”</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">During the annual awards luncheon, MRTA recognized the accomplishments of distinguished educators and former educators for their dedication to working on behalf of Missouri public schools, public school educators and students. </span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">The 2023 Distinguished Retiree of the Year award was given to Dr. Lynn Beckwith, Jr. Dr. Beckwith was chosen from the 14 MRTA Regional Distinguished Retirees by a committee of education and retiree group representatives. Dr. Beckwith embodies the term, “educational and community leader.” His 54-year career began with a teaching position in the St. Louis Public Schools, where he later became the district’s youngest principal at age 29. He served in that capacity for seven years before being named Director of Federal Programs and then leaving to become Superintendent of Schools in University City. He is entering his seventh year as President of the St. Louis Area Unit of MRTA and served as Region 14 Vice President in 2017-2018. His dedication and organizational skills helped him develop a program relevant to all retirees and grow the Unit’s membership to a new high. Dr. Beckwith’s service to education and to the education community since retirement includes numerous achievements, board appointments and public speaking engagements, including service for several area school districts and higher education institutions, the United Way, Rotary Club, the American Red Cross and the St. Louis County Library District, which named the <i>Lynn Beckwith, Jr. Administrative Building</i>, in his honor.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">This year’s Legislator of the Year Award was given to Representative Richard Brown. Prior to his legislative duties, Rep. Brown was a public school teacher for 24 years in Kansas City Public Schools, and he is a retiree of the Kansas City Public School Retirement System (KCPSRS), where he also served as a Trustee. Rep. Brown is Assistant Minority Floor Leader in the House. He serves on the Joint Committee on Public Employee Retirement, is Vice Chairman of the Ethics Committee, and is ranking minority party member of both the House Pensions Committee and the Committee on Professional Registration. During the 2023 Legislative session, Rep. Brown played an important part in the passage of several bills that benefit retirees, including legislation that gives more flexibility to retired PSRS/PEERS retirees to work after retirement without impacting the payment of their pension benefits. Rep. Brown also worked on important legislation during 2023 legislative session to create a multi-employer retirement savings plan in Missouri, and a provision to keep the Missouri Sheriff’s Pension fund solvent.</span></p> <p>&nbsp;</p> <p><span style="color: black; font-size: 12pt; font-family: Arial;">“I hope everyone enjoyed this year’s Annual Meeting and benefitted from this wonderful event,” said MRTA Executive Director Maria Walden. “I am grateful to the many people whose hard work and expertise helped make this year’s meeting such a success.
